Overview

The key place of seeds in farming systems and agricultural development is not questioned. However, the type of assistance required to maximize the impact of seeds and varieties differs between the countries of the region. There is a gradual shift from technical issues such as production, processing and quality control to issues of policy, economics and management which underpin the restructuring of national seed programs. While this process is driven by the desire for greater efficiency in seed supply, there is also concern that the needs of poorer farmers and of less productive areas should continue to receive attention and thus benefit from research. This requires a good understanding of local seed systems.

Seeds also have a role in the sustainable management of natural resources. An example is the restoration of overgrazed land or the production of forage and pasture seeds for managed livestock systems, thus conserving natural vegetation. These problems will continue to require the involvement of government or development agencies, since the market alone does not provide easy solutions for these complex socio-economic problems in marginal areas.
