The
Organization
The International Center for Agricultural Research in the Dry Areas
(ICARDA) and the International Food Policy Research Institute (IFPRI)
are non-profit research centers supported by the Consultative Group
on International Agricultural Research (CGIAR). The CGIAR is co-sponsored
by the World Bank, the Food and Agriculture Organization of the United
Nations (FAO), the International Fund for Agricultural Development
(IFAD), and the United Nations Development Programme (UNDP). With
a staff of over 400 scientists and support personnel, representing
more than 45 nationalities, ICARDA addresses two key areas of agricultural
research: germplasm improvement (cereals and legumes) and natural
resource management. The Center has a global mandate for barley, lentil
and faba bean improvement, and a regional mandate for the improvement
of wheat, chickpea, and forage and pasture legumes. A major emphasis
is placed on the conservation and management of land and water, and
improved productivity of small ruminants in integrated farming systems
in dry areas. IFPRI's mission is contribute to finding sustainable
solutions to reduce poverty and end hunger through policy research,
capacity strengthening and outreach activities in the developing world.
IFPRI has a staff of more than 200 researchers and support personnel
representing 49 nationalities.
The Position
ICARDA and IFPRI seek an agricultural and policy economist for their
joint project, "Livelihoods for sustainable land management in
Central Asia and China". This is a three-year, fixed-term, non-renewable
appointment based at ICARDA headquarters in Aleppo, Syria. The project
focuses on technology assessment, livelihood and policy issues in
relation to land, water and climate change. Key activities include
analysis of land use practices and options and their impact on land
degradation, analysis of the livelihood outcomes under existing land
use practices, evaluation of the effect of improved land use on livelihood
strategies and land quality, and strengthening the capacity to conduct
socioeconomic and policy research in the region. The project will
likely include climate change modeling.
The incumbent will report to the Director of ICARDA's Social, Economic
and Policy Research program and to the Director of IFPRI's Environment
and Production Technology Division. He/she will be based at ICARDA's
headquarters in Aleppo but will spend at least 2 to 3 months per year
at IFPRI's headquarters in the United States. This position is funded
by the Asian Development Bank (ADB); only citizens of ADB member countries
are eligible (for list of ADB member countries, see www.ADB.org).
Responsibilities

a)

Conducting research on enabling policies and
livelihoods for sustainable land management in the target countries,
in collaboration with scientists in the national programs, ICARDA
and IFPRI. |
|
b)
|
Coordinating project activities: Developing and
coordinating project work plans; liaising with government agencies;
monitoring project progress; managing national collaborators
on a need basis; providing IFPRI and ICARDA with monthly reports
of activities and progress. |
|
c)
|
Research and capacity building: Coordinating or
participating in specific empirical research (depending on agreed
workplan), organizing or providing support to training programs,
coordinating with ICARDA and IFPRI senior staff on specific
research and training activities within the project framework/mandate. |
The Economist will be responsible for timely completion of the project
activities, and will be expected to publish research results in refereed
journals, and participate in conferences, policy advisory forums,
and capacity building activities.
Qualifications
and Experience:
Required qualifications:

PhD in agricultural economics, economics or environmental/natural
resource economics. |

At least two years of research experience in policy
analysis and economics of land management. |

Familiarity with qualitative research methods
and advanced quantitative skills in assessing long-term impacts
of natural resource management |

|
Strong team-building skills. |
|
|
Ability to work across disciplines and travel
extensively. |
|
|
Excellent written and spoken English. |
Preferred Qualifications:

Experience in developing countries. Experience
in Central Asia would be a plus |

Background in development policy |

Familiarity with climate change modeling |

Working knowledge of Russian would be an advantage |
Terms
of Appointment
The appointment is for a fixed (non-renewable) three year term, which
is the duration of the project. The salary is paid in US dollars.

International School (KG to Grade 12). The successful candidate will
be based at ICARDA's headquarters in Aleppo, Syria.
Living
in Syria
ICARDA's headquarters are situated 30 km south of Aleppo, Syria's
second largest city. In addition to the internationally-accredited
School, ICARDA runs a Sports and Social Club for the staff. Syria
has many historical and archaeological sites, some a short drive from
Aleppo. There are four distinct seasons and the terrain varies from
desert to mountains to fertile fruit orchards. Major international
airlines fly into Damascus and Aleppo.
